Transforming Northeast Seattle with a Landmark Mixed-Use Development

Just east of University Village near Five Corners, a transformative new multifamily mixed-use development is underway on the former site of Safeway and Burgermaster, which were demolished in mid-2025. Designed by Encore Architects, the project will deliver 796 residential units ranging from spacious studios to three-bedroom apartments.

At the groundbreaking ceremony, Mayor Bruce Harrell and City Council President Sara Nelson announced that the development will participate in Seattle’s Mandatory Housing Affordability (MHA) program and the Multifamily Property Tax Exemption (MFTE) program. As a result, 26% of the units will be designated as affordable housing upon completion.

Planning began in early 2022, and Quarterra is set to become one of Seattle’s largest multifamily projects by 2028. The development is expected to generate between 300 and 400 construction jobs and will span approximately 944,700 square feet. This includes:

  • 26,000 sq ft of retail and commercial space
  • 680 structured parking stalls, with 125 equipped for EV charging
  • 620 bike stalls
  • Amenities such as a pool, gym, cinema, club room, and dog spa

Quarterra represents a bold step forward in urban living, combining housing, retail, and lifestyle amenities in one of Seattle’s most vibrant neighborhoods.
